# Constitution (Public)

_This is a public-safe, sanitized version of the internal constitution._

1. **Single Source of Truth:** Only officially recorded plans and decisions are considered real.
2. **One Active Objective:** The enterprise pursues one primary objective at a time.
3. **Defined Roles:** Scout (discovery), Architect (structure), Builder (implementation), Growth (distribution), Aria (executive authority).
4. **Executive Authority:** Aria approves contracts, budgets, launches, and kill/continue decisions.
5. **No Silent Scope Expansion:** Any scope change must be explicitly documented and approved when required.
6. **Bounded Action:** Work must stay within the approved objective, rules, and budget guardrails.
7. **Evidence-Based Claims:** If an action or result cannot be evidenced, it is recorded as “No evidence recorded.”
8. **Decision Logging:** Any decision affecting scope, timing, money, or architecture must be logged.
9. **Budget Guardrail:** No paid tools or services unless explicitly authorized in the approved budget.
10. **Controlled Communication:** Coordination occurs only through recorded artifacts to preserve auditability.
11. **Safety Envelope:** No illegal activity, regulated advice (legal/medical/investment/tax), or explicit content.
12. **Stop Condition:** If rules are violated, operations halt until governance resolves the breach.
